Endorsement of the IASC Guidance on Cluster Transition and Deactivation

Publication: 20 Jan 2025

We are thrilled to announce the official endorsement of the IASC Guidance on Cluster Transition and Deactivation. This marks a significant step forward in enhancing humanitarian coordination and ensuring sustainable, effective transitions to national and local actors.

The guidance was developed through a collaborative effort led by UNICEF’s Global Cluster Coordination Section, the four Clusters/Areas of Responsibility teams, and the Global Cluster Coordination Group. It provides a practical framework for transitioning and deactivating clusters, focusing on national capacity-building, preventing duplication, and ensuring smooth, phased handovers tailored to specific contexts.

This achievement underscores the importance of inclusive planning and collective action in addressing humanitarian challenges. By aligning efforts and resources, we can enhance coordination, improve outcomes, and empower communities and national systems to lead their own responses.

Together, we are taking meaningful steps toward a more effective and sustainable humanitarian system that leaves no one behind.
